Some of my DLC characters aren't showing up?
Specifically The Shazam, Aquaman and Young Justice packs, do I need to do their level packs before they unlock?

I have the same problem. I downloaded a 100% completion save file and the characters are still saying "LOCKED". The bottom row of characters is entirely locked, and about two thirds of the row above it. I thought DLC characters were playable from the start. Can anyone shed some light on this please?

Apparently there were 2 releases by Codex. One had all of the DLC levels but the same missing DLC characters mentioned above and the other had all of the DLC characters but was missing the DLC levels.

I fixed this a long time ago, it jsut made ME do the levels and then buy them with coins.
