Could you be a bit more specific? I tried a new game + but i still don't have the option to go topless. I have installed patch and even though i have 5 hearts for some girls I can't change their outfits at all either. Am i suppose to acquire them somehow? or is there something i am missing? I even have the nudist title but it does not make the option available lol...

You need a start a New Game, Because New game + is still using the Censored Save file you were already using thats why the Adult Contents aren't showing.

Weird reason. That is literally the only part of the H content that i cannot use in that save. Everything else is totally unlocked including no panty and no bra.
