These games like CoH are focused on multiplayer not singleplayer, so they will not get much more by making better ai.
Wasn't it originally a single player game and multiplayer was just a stretch goal on their Kick-Starter?
Still, the most changes over time were because of data they got from mutliplayer, not singleplayer.
