So, I realize it is very specifically NOT a direct workshop here on Steam, but there are some available over on moddb already if you're interested in seeing what's already out there.

It's a small handful for now, mostly consisting of rebalance mods. Still thought it might be of interested to you, though. I'm sure that, in time and as more powerful tools develop, we are quite likely to see more extensive projects.
As far as actually creating your own mod, I'm sure the discord link that Sheep_wielder provided is more what you're looking for.
It will never be a worthful successor to company of heroes.
Many people buy games solely for the sake of playing in the mods.
I personally prefer steamworkshop with the transition to licensed games in Steam.
