Where are this bad reviews?. Could not find any.
Judging from what we backers have access to:
The campaign is 1/6 done and still buggy.
The Skirmish AI is exceptionally bad, especially in terms of strategic descisions.
There are 4 skirmish maps.
What was done in the last two years was implementation of multiplayer and a couple of units added. 4 new maps were added one removed. And obviously the few campaign mission came out.
It's quite obvious that they mismanaged a lot, delaying the game for a year, doing pricing shenanigans now and are being the opposite of transparent about it.
I have a strong suspicion that the release will be rushed. And is now only done to get money in. So, I'd wait for release reviews and possible patches and sales before buying.
