Visual Glitches?

Sometimes the edges of the screen flash red, or strange visual glitches flicker. Is something wrong with my graphic card, or are these intentional? Like some sort of throwback to old footage reels or something?

I assume the spots and grianyness are meant to evoke the feel of old reel footage, but the red flashes on the edge of the screen are more concerning
