So my 2 cents
Hamatchi: make sure that both you and your friend had windows firewall turned off or at least that you both made an exception for the game ( still to be sure turn it off completely while playing and dont forget to turn it back on after finished playing).
Gameranger: i would suggest for you both to use either the retail cd version of the game if you can find it. The other option is for both of you to buy the game from GOG ( https://www.gog.com/game/tzar_the_burden_of_the_crown ). I tried to add the GOG exe in gameranger and it worked fine.

Assuming you are connected in Hamachi: These steps are for BOTH the one hosting the game, and then the one joining should repeat the SAME steps i-iv.
1. Open up Tzar and go to Multiplayer
2. Type in:
i. Player Name (optional i think)
ii. Game Room Name
iii. Click the Red Gem to make it Green for TCP/IP Internet Game (this step might already be done for you and can't be changed anyway)
iv. Enter the Host's IP address found in Hamachi (perhaps this is the missed step? the host of the game has to type in his IP address as well)
v. Create Game (Search and Join Game for the one joining)
Notes on stuff that I didn't or did have to do, but may vary person to person*
-No firewalls off, no changing game folders, no configuring input commands and even got it to work for one running it through Steam and the other running it through the program file(I had to do this to get fulllscreen to work-Steam won't let me do fullscreen for some odd reason)
Hope this helps, I will try to help on more questions or clarifications, but I don't have much more than that sorry :(.
If you want to fix your game to be fullscreen, right-click the game icon, go to Properties>Compatibility, then make sure you have marked the "Run this program in compatibility mode for:", then from the list choose "Windows 98 / Windows Me"; click "OK" and you should be good to go (side note - all other things I have left unmarked in the "Compatibility" tab, don't know if they have any effect on the fullscreen) EDIT: My PC has Windows 10, however I still make the compatibility mode as I have explained.
About my case – so we tried everything you said and yes, I guess the problem was that I, as a host, was not typing in my IP address. However we found that out by trying another copy of the game, which wasn't connected to Steam. This is because when we try the Steam version of the game, my friend can't find the room I have created.
Note: from the copy which isn't connected to Steam he does find my room and is able to join it, however a few seconds after we start the game, the game crashes – one time it kicked me out of the game, completely turning it off, the other time it said that my friend had capitulated (on his screen it said that I had capitulated).
Thank you for the advice, it helped indeed. If you have any way of fixing at least one of both NEW problems, we'd be very grateful.
For the Fullscreen Advice:
I had done all that but Steam actually wouldn't even start my game anymore, so ive been doing it out of folder and it works everytime fullscreen, thank you though!
