For me personally the following solution from the given possible solutions in the link i gave worked for both the retail and the gog versions:
"_Enable Windows 98/ME Compatibility.
Cheers
1. go to the game installation folder
2. right mouse click on the tzar executable
3. properties
4.compatibility
5. compatibility mode: Windows 98/ME
please let me know if that worked :)
p.s. try starting the game from the tzar executable if starting from steam is not doing the trick.
- Go to the Nvidia Control Panel
- Under the Display area, click on Adjust desktop size and position
- Under the scaling tab, have Aspect Ratio button selected and perform scaling on: Display
- Also check the Override the scaling mode box
- Apply the changes
You may need to change the Tzar.exe compatibility to Windows 98/ME still.
_Open the file tzar.ini. Change the following line under videos: DIRECTXDEVICE=-1 to DIRECTXDEVICE=0
_Save and close the file
