With Subweapon Limit Up you want to get atleast enough to get another shot of Funnels, and Bazooka. With this build you are typically trying to do a lot of DPS while using the extra Subweapon attacks to make sure you get enough Skill Meter to use Role Action.
With Subweapon Damage Up you are just trying to put as much damage as possible out as possible, Biggest difference between Limit Up is that you will need to use main ranged if you want to make sure you have shots to use Role Action.
No one build is better it's just personal preference, https://steamcommunity.com/app/824550/discussions/0/6296618058090845044/
talked about a bit here as well and Pilot skills might find useful. (It's Banshee Norn, but the builds still work)
Playing Hi-Nu is a bit diffirent since builds but you can typically start shooting or use Bazooka during Funnels since they dont require you to actually do anything besides activate them
