EDIT: Also in Steam>Settings>General Controller Settings make sure the check box next to "Generic Gamepad Configuration Support" is NOT checked. When it is most my G27 isn't detected.

Axis are mapped with Axis letter: X,Y,RZ on my wheel.
Buttons are mapped by #. Anything mapped to 127 is disabled.

For example if I wanted my shifter to act like a real monster truck and not how it is physically labeled on my controller I'd make make these changes:

If you still can't map you pedals with this .ini file you can try some other 3rd party mapping software (Like Xpadder, JoyToKey, or PInnacle Game Profiler) and use the wheel backup keyboard mappings:

EDIT: Note the Park, Reverse, Neutral, Drive 1, and Drive 2 are designed for shifters and only work when held down.

I doubt this isn't what you want to hear, but you can buy the game and refund it before 2 hours of game run time to see if the wheel works.
Wheel support has improved a lot since launch. It started with just a handful of Logitech and Thrustmaster wheels with no in game options to change control behavior. Then it expanded to a larger amount of Logitech and Thrusmter wheels with in game configuration. Now it has the generalized direct input .ini for axis and button mapping/remapping.
Things to try to improve your chance of success of wheel detection:
In Steam>Settings>General Controller Settings make sure the check box next to "Generic Gamepad Configuration Support" is NOT checked.
Remove all other direct input controllers and devices (Xinput Xbox360 and Xbox One devices seem to be fine). Some non game controller devices that have been confirmed to caused wheel detection failure are the Belkin Nostromo and 3DConnexion 3D Space Navigator line (drivers for this to be uninstalled before the wheel will be detected only for Logitech, Thrustmaster Wheels seem to still work with the Space Navigator hooked up).
Good luck and if you get it working post your final configuration for others to try.
This wheel has an X-input mode. In this mode it will be seen as a controller and will work. You can then in game adjust the Steering Sensitivity 1-11 (3 is default) to get better steering with the wheel.
This wheel also has a Direct Input mode. This is the mode that most other wheels use and would be what I assume most users will prefer to use. This mode will has a generic setup but I can help create a custom UserWheelInput.ini for you.
• First launch the game with the wheel in Direct Input mode.
• Exit them game from the main menu. If the game detected the wheel it will create a “UserWheelInput.ini” in “%LOCALAPPDATA%\MJST\Saved\Config\Windows” Exit them game.
• Go to https://html5gamepad.com/
• Tell me what B# corresponds to each button on the wheel e.g. R1=12, R2=13.
• Tell me what Axis corresponds to turning the wheel, pressing the break, and pressing the gas. e.g. Steering = X Axis, Break = y.
If there is no UserWheelInput.ini it wasn’t detected by the game. This could be caused by a few things.

So long story shot, this game will work with the wheel in X-Input mode with Vibration / Forcefeedack and wheel be treated as a Game Controller. To use Direct Input mode it will take some work to get configured, but Vibration / Force Feedback will not work.
I bought it for my son and now I have to see how this ♥♥♥♥ is set! why so complicated? can't you or how? is too stupid for me, next Monster Jam ... no thanks!
People, let's face it: they laugh at us... giving them our hard earned money and get nothing in return. Unfortunately, this is not the first, nor the last.
We have to learn and live with it... some studios just don't have it (and never will). This seems one of them.
Otherwise it would be implemented already (it's not if they're having to reinvent the wheel).
I really hope they will prove me wrong... I really do...
