plzzz nerf surge and fix aiming on controller

I've been playing this game for a while now and I have been finding it fun so far. the one problem I have with this game is surge. I find myself losing a lot of fights to bad players just because they use surge. I mean, I saw one guy who killed 5-7 people in a matter of 10 seconds while using surge.
