How to Unlock Hover Junkers?

Can't figure out how to access the new Hover Junkers area. Do I have to first complete the main campaign? (I am currently stuck in the room with the giant ball and the 4 cannons)

its a module in the level tower. its towards the end next to the actual hover junker

Play the Streets level and there is an office that requires a yellow key. There you should find a hover junkers module on one of the desks. Take it to the recycle like you normally would at every level. It' should automatically place the module in the slot and unlock the Hover Junkers level. That, you have some more hunting to do as of the level alone. Should be some things such as getting a hover junker to spawn, a gravity welder, and a glowstick.
