If that does not work, it may be the Oculus link itself limiting it, in which I wouldn't know what to suggest.
Yea Oculus quest is a stand alone, But they have release the option to connect the headset to your computer using Oculus Link. Meaning, That the computer will run the game and render it into the headset. (Basically turning your Oculus Quest to Oculus Rift in my opinion).
I will try tweaking the settings to see if i can get better result with the graphic.
I'd recommend putting supersampling to 150%
The game doesn't dip under 72fps with those settings.
I'm running an i7 9700k and an RTX 2070 Super if you're interested.
Not something I can currently test as I'm using a CV1.
