How does the Storm blessing work, technically?

So, this blessing adds an amount (like 20 for white level blessing) each bullet to enemy's Storm bar, and when the bar reaches 100, lightning strikes and deals ~30 dmg. Am I right?
My questions are:
1. Does the lightning strike deal a fixed damage, or does the damage vary based on other factors?
2. Is a person's Storm bar 100 at total? Cuz usually it takes more hits than calculated to trigger the lightning.

1. Its about 30 damage for a storm strike
2. The bar is 100, just hitting limbs causes the storm to not fill up as much, and I believe the values are actually incorrect on the info of the blessing
