From there scroll down to the bottom and click on the "Download Now" in a red box, this should bring up a pop-up menu where you could either pay for the mod editor or click on "No thanks, just take me to the downloads."
If you did the latter you download the bottom option which is named "Example: Unique Idol", take the zip file into the folder C:\Users\{USER}\AppData\LocalLow\Glitch Pitch\Idol Manager\Mods (note {USER} is your windows login ID and the folder "AppData" is a hidden folder), extract the zip file there and you should have a folder named "Unique_idol".
if you did that correctly you should be able to open the game and in the mods you should see a mod called "Unique Idol" with the description "Creating a unique idol that can only be hired once and using them in events". That's the mod you've now created.
From there it is just trial and error to perfect the mod how you want it, I managed to get started by using the readme file in the IdolPortraits folder and using the guide "How to Upload and Update Your Mods" in the guides section of this community section. In very short terms it is replacing the existing default images in the folder with images that you want in game and editing the params.json file. I'd suggest creating a free play game and access the cheat menu to see how you're progressing (but don't overuse this or you'll crash the game).
(Quick tip for what I used: for the "body" image make it 1500px in height and 1250px in width to avoid clipping issues)
Good luck and I hope this wasn't too wordy, I may create a guide going through more in-depth what I described above.
