Releasing new singles has benefits for fame and new fans that you can't really replace though.
There's not necessarily a penalty. You just have to find an idol that's better than the previous center of the song.
Don't know if it's the standard but the skill points for the normal center of the single is 80 points for me and when someone with much higher vocal- or dance-skills performs as the center it can be way above that. Maybe other stats influence that, too?
Currently I have a few idols that are really skilled and when performing other songs it still shows them with something like 91 or 97 points for those song.

It's not a penalty, it's just that you get a boost to 80 for the original idol if they were below an 80 overall performance score that you don't get if someone else performs the song. So you're absolutely right that it doesn't seem to matter for idols who have 80 or more score anyway.
Yep, that's sounds reasonable that the original center of the single gets a boost to an overall performance score of 80.
It just seems like the formula for other idols' skill value is (dance+vocal) / 2. Having one idol with a vocal of 97 and dance of 99 gives me a 98. 32 + 24 gives me a 28 and so forth.
