Report a translation problem
What I do is test it somewhere to see what edge snaps to the boardwalk and then make sure I build a boardwalk in the right place and direction to suit it.
I don't know about temporary.
I have not tested it at all but it might be that each facility has only one access side that must be connected to a boardwalk so if you build a boardwalk, place the structure and then delete the boardwalk it may not now be connected to your town and may not work. It rotates to snap the one side that connects.
I genuinely have no clue as I have never even thought to test that out.
If they are not snap locked to a boardwalk and you move off what happens?
I guess by now you have probably experimented with it.
