I thinks it's compatible but it's just filled with bugs at the moment.
I haven't made a character yet but I bet it's the same way as creating sprites. I don't think there's anything else to it.
You can make 2D characters for now using images/sprites like any 2D sprite animation. For exact reference, you can look for tutorials on "designing shimeji characters" as we based our 2D system similarly to Shimeji.
Its compatible with Windows 10 but there is a known bug which is causing the crashes on start, which is caused by permission issues for reading/writing Settings file, which when fails to load, causes the program to crash.
You can read more about the issue here, a fix is in works as we are migrating the settings away to Steam Cloud instead.

Furthermore, the program was meant to be supported all the way back till Windows 7.1 but due to recent changes we made in our rendering system to better optimize the performance, we are officially supporting it till Windows 8.1 for now and will look into fixing the broken APIs for Windows 8 and 7.
Thanks, I tried game file test but steam tells no problem for it.
since I use my computer as admin, maybe I didn't do something wrong I guess.

by the way, will you make detailed system for creating new characters?
would there be any possible way for making new characters without uploading them at steam workshop?
