Precise Course Achievement isn't unlocking in Steam

I purchased 100 hints and the Precise Course Achievement unlocked in game, but not on Steam. I have validated my files, tried using hints, and waited a while to see if Steam would catch up. No luck, unfortunately.

The achievement is called "PRECISE COURSE", and it is supposed to unlock when you purchase 20 hints. It unlocked in game--I have the trophy--but it didn't award me the Steam achievement.

For me that one unlocked in Steam after I finished a puzzle, not sure if it had anything to do with the fact that I brought them while doing a puzzle though.
