Level 19-4 cannot be solved

I spent about two week (ok, 20 minutes per day, 2-3 days per week) at level 19-4, and wasn't able to solve it at all. It's too spacey, so all this "1" and "2" can be everywhere. I had to use three hints before it taken off at deterministic zone. Can you re-made it, please?
