I think if you stick with it, you'll find why it's so highly praised. It just takes quite a while to get there. There's also a chance you might prefer the anime version of the story. They had to cut a lot, but it does an excellent job condensing the story while still managing to get all the important parts across - and the anime, too, has a slow start, with him being annoying, but it doesn't take nearly as long as the VN to cover it. Again, it's still slow, but the pacing is, relatively, much faster than the VN.
That said, it may also just not be for you, and that's fine!

uhm, that's actually the point of his character, but it look like you are still in the first half, which is notoriously slow.
just keep reading and you'll see (don't forget sg0, if you hate this okabe then you'll probably like 0's one)
Played through a second time to get the true ending (note I played the original not elite, not sure how close they are) and surprisingly okabes cringeyness didn't bother me nearly as much the second time through...
