As for others, it really depends. There's lots out there and they all do different things that change gameplay or add little quirks to the game. Try browsing around a mod site like http://www.justcause2mods.com and you'll probably find something you like. Sometimes little things that add novelty are the best, one of my favorites being this mod pack,[www.justcause2mods.com] which adds some extra sillyness to some of the vehicles in the game.
Can I use 2 diff mods same time? Like Superman flying mod and Blackmarket mod?

Depends on the mod; most have you place their files in the dropzone folder of your Just Cause 2 install. (If it doesn't exist, just create it in the root JC2 directory.) Should be in C:\Program Files\Steam\steamapps\common or a similar path.
