Just Cause Very Low Fps
I have an i7 quad core processor which goes up 3.4ghz with nvidia optimus setting, i have the nvidia geforce gt 635m 2gb. when i launch just cause 2, not only are the loading times almost 2 minutes but i can hardly run the game the fps is so low. on the benchmark is scored an average of 7fps. i have a friend with a similar pc and he hasnt encountered problems. does anyone know how to help? ive tried changing the setting around, even everything to the lowest possible and still got around 8fps. any help would be much appreciated!

Have you tried all the typical stuff already? Check integrety of game cache, no intensive background apps running while trying play, up to date drivers and all that, laptop isn't running too hot.
That 635m is pretty weak tho, but you should still be able to play.
And as far as I know nvidia optimus has nothing to do with your cpu clock speed

Have you done this yet especially part 2? This game has problems with Optimus I think

8. Run your game

i originally also had the fatal error code 3 which i did fix by the instructions you've quoted but SHIM RENDERING.... was already set so i dont know. its also a reason why i cant frame cap the game because i already have /dxadapter=0 :/

i dont actually know how to check the integrity of the game cache, nor really the up to date drivers so some instructions would be much appreciated!

i checked the integrity of the game cache and the my background was fine, still didnt work, i havnt updated to windows 8.1, do you think that could actually be a reason? my laptops temp. is fine

It could also be the shear amount of players in the server you are connecting to. Couple that with having only a 635m and you can see where the problems may lie.

i wasnt talking abut the multiplayer mod, im talking about the actual single player game

i7 doesnt really makes a different. Your gpu, nvidia geforce gt 635m 2gb maybe can't handle your resolution and current settings.

UPDATE: i updated my pc to windows 8.1 and just cause 2 is now running at about 40fps. thank you to @PorkchopsAlDente for giving me the idea to update my software, gamesaver! i dont know if its possible to rate you up or something but thank you very much!

Wow Thank you so much for the Nvidia Inspector Tip. I had already tried looking through inspector before but had no clue to look at the SHIM settings... no idea what they are/do... all I know is it worked and went from 17fps to 60fps, no joke.

i dont know that graphics card, but just cuase 2 is really well optimized so if should run very smooth
