Report a translation problem
So what kind of computer are you trying to run the Steam version of Just Cause 2 on? Is it your personal computer or is it on a computer that might possibly have restrictions like that? It sounds like you're triyng to play it at work. If so, I would try renaming the EXE file once. (But don't mess it up and revert it afterwards if it doesn't work.)
Have you tried googling the bug? I would imagine if it's a widespread problem that a workaround might exist.
It is my personal computer, it isn't connected in a shared network (like in an office) The problem is justcause2.exe, the game launcher itself is the program that triggers that error dialogue box. (I discovered it by using the task manager then go to file location) So far, I have reinstalled the game and I got the same error message,
I have googled this bug since the morning and I haven't found any actual fix for this. I actually bought the Just Cause Collection in which it comes Just Cause, Just Cause 2 and its DLC's, but the only problem is Just Cause 2
At this point I've sent an emal to Square Enix Support team, I'm waiting for an answer. Now it seems that I'm not the only one having this same issue perhaps?

Also you might go to microsoft sight and search their forum, many times they have a simple fixit utility you can download and run for many windows errors that come up. I use one regularly because my dvd drive dissapears from system and I can either reboot, or run the windows utility which fixes it in 5 seconds.

Yeah I was thinking of something similar, that if Square Enix could send me a different launcher, one that ignores and overrides policies.
I actually found a post of a guy that had the same problem as I, and he actually fixed it. http://www.sevenforums.com/general-discussion/79526-blocked-group-policy.html that is the link to the post.
He basically used a BAT code to disable his local security off,
I can try doing that, but, where do I type that code? Also, I will need another BAT code to turn my local security back on, for obvious reasons :/
