JC2 91% on panau city stuck

im stuck by trying to get 100% on panau city financial district, im at 91% now and i have found every upgrade boxes all over the city. my issue is that i only get 1% progress when i pick one up. wierd. im never going to reach 100 when i only get 1% omg anyway plz help!

I feel your frustration man. I feel that clearing out those 4 districts is the most difficult aspect of this game ( except for the Docks district - easy ). After many hours, I managed to get %100 in the Residential and Financial districts ( using a grid pattern search ), but I'm stuck at %95 in the Park district.

I don't use these personally, but perhaps they may be of use to you - good luck !

thanks for helping me out guys, yea i know those 4 districts is the most difficult locations to complete. but im not quite sure if i have killed the colonel in this district yet.
