Parachute not gliding properly.
I've had Just Cause 2 for years and never quite played it enough to even know if I'm having an issue but I'm fairly certain I am... when I grapple to an object and then press space to open parachute I pretty much go straight down with my parachute open. From what I remember of playing and after looking through YouTube videos of others playing the game I feel justified in saying this shouldn't be happening. I should glide a little bit. And the thing is, every so often I DO actually glide instead of falling straight down.

I own the game legitimately and have downloaded the multiplayer mod- which is the only place where I think it works as it's supposed to (100% of the time).

Does it matter which direction I grapple? Or if I'm using a DLC parachute or something? Do I even have a problem or is it something else?

Start with the basics

1) Right click on the game in question in Steam.
2) Select Properties
3) Local Files (tab)
4) Click Verify Integrity of Game Cache

Wait for it to re-download the missing, corrupt or incomplete files...

Did that, and I just did it again. Nothing changed.

From watching the first video I uploaded would you say that is unusual parachute behavior?
I can't watch YouTube videos as I only get 8GB to 15GB Internet per month, and I don't waste it on 20MB per minute video streaming services.

I would say if you think it is a problem then it probably is, as there is a 'drop vertical' key once parachuted... why it is doing it I have no idea... does it do it on both the normal and DLC chutes?

Looks to me like your parachute is working normally. You were hitting the trees a few times, which will stop your forward momentum. Also, if you wish to maintain a good speed with the parachute, I suggest you grapple to the ground while parachuting, which will pull you forward.
But looking at your videos, I don't think there's an issue.

Did you get this problem fixed? My game seems to have started doing this, when I pull back on the thumbstick on releasing the parachute the camera zooms right in and I started falling like in video 1

I figured it out. The parachute slowdown is applied over frames and not time. If you limit your frame rate to 60 with "/frameratecap=60" in the Steam launch options then you'll be able to glide. It's still a bit slow though because the game was ported from consoles that run at 30 FPS.
