"Updating Executable" fix: Just Cause 2
I spent the better half of 2 hours attempting to fix this by using all the advice from around different forms. The ONLY successful fix for this that worked for me was the following

Install https://drive.google.com/file/d/1JG7j7gpI4vt56bTl2w5GNmaKi2qtwVWF/view?usp=sharing Your computer wont be sure if it virus or not due to the nature of the file, i assure you, it isn't. This file when it asks where you want the file to be saved follow this exactly

1. Open the storage location (SSD/Hard drive) you installed the game.
2.
A. For SSD: "Program files (x86)" > "steam" > "steamapps" > "Common" > "Just cause 2"

B. For HARD DRIVE: "SteamLibrary" > "steamapps" > "common" > "Just cause 2"

3. it WILL say the file already exists, overwrite it.

4. Launch the game. it SHOULD be that easy.

TROUBLESHOOTING: Your other options are making sure under the same files the correct version of DirectX is installed. and that the game is running in compatibility mode for windows 7 But i had to do NEITHER of those things so hopefully you don't either. for reference to install the included version of DirectX. go to the just cause 2 game files "directX" > "DXSETUP" and run the install. SHOULD'NT need to. but just incase. this problem was an absolute nuisance for me hopefully this make it easier for you as it did me. for entering compatibility mode is easy google search and explains it better then i could.

Had to install DX11 and used compatibility mode.
Had to launch the game from file not steam

Interesting. One of the weirdest issues on steam is them having a game page up that fully doesn't work without player intervention.

Can confirm this solved all my problems, and still allows Steam achievements to be unlocked too.

Google Drive is telling me the file doesn't exist anymore. I'm not getting any virus warning.

I apologize for not quoting you. But I actually had to expand upon your original post because it didn't work for me at all. I still had to spend the better part of two hours as I stated trying to fix it even with the file. So alone it really didn't help me.
