Report a translation problem
I've seen 2 types, the first was a giant grey triangle when I looked toward the center of the map while in flight.. I could only see it from certain angles.
The second is a long black strip running across the map like a road.
I'm using a GeForce 9800GTX+ with the same driver as you.
If the artifact is caused by my GPU failing, would any other game reproduce it? I ask because this is the most demanding game I own at the moment.
I ran Unigine Valley for a few minutes last night, and didn't see any issues. That benchmark pushes my GPU much harder than this game does.
Nor with any of the Crysis games or Mass Effect games.
No issues in Warframe, Wildstar, God Mode, The Witcher 2 or pretty much any other games I've played recently.
If it was our GPU's, I'm fairly certain it would show up in other games.

It went away after I reloaded the save file.
Those are exactly the kind of artifacts I'm seeing, and it is to the point where they pop up as soon as I enter the game.
This happened on my old video card as well. I am not sure if it is a bug in the game that was never fixed or a video driver bug - I use an eVGA nVidia GTX 650 Ti BOOST Superclocked currently. Brand new eVGA PSU as well.

Haven't seen any major artifacts since that screenshot but I'm seeing some slight odd spots in on shaded roads while driving a vehicle.
I've seen the same thing myself, seems the game has a few issues here and there still yet.
I'm also getting the same dots when driving. They aren't hugely noticeable. What I've heard here isn't encouraging, but I'm hoping that a fresh install can make this less frequent. Seems that this game doesn't like newer drivers.
I was getting this too. It is a driver bug apparently. Again, this game really doesn't seem to like newer drivers. I solved the problem by turning off "Decals" in the advanced display settings. It just switches off bullet holes. Blood still works fine.

Try turning off decals, worked for me.
Although yours are FAR more sever than mine. My random spikes seemed to happen any time a gernade was thrown or randomly spawning from ricos back.

It was fine for 2 hours and then boom. Like you said, no correlation to GPU temp.
There was a previous issue with 320.14 Beta, found it on that forum. Hoping they'll respond to this issue too.
