I put the original executable into Virustotal and it marked it as a trojan. I was suspicious with this link, but it's clean, and works... so far.
instructions unclear, sausage stuck in firewire port
Just DOWNLOAD the Demo (about 1gb) then take the .exe from that and place it in the Just Cause 2 directory (either rename the ORIG or overwrite when asked). When I did that and ran the game it downloaded a couple extra dependencies and then started up. I tried the OPs way first without any success like others, and so quickly came up with this solution that worked.
As long as there is a demo on steam, this method is by far the easiest/best. If anything borks I will do my best to come back here and let you know. Funny how we have to apply a user created fix for an out of the box product...yet it is what it is, just glad the fix is so simple!
