I've played at both uncapped and 60fps and there is no difference I've observed although I admit there may have been a change that isn't significant enough for me to notice.
I've seen npcs shot by one another that they can be lifted into the atmosphere, there isn't a limit to it but generally it's relatively grounded.
Your particular issue is something I've never experienced though and I would definitely see if it changes after you enable vsync or lower the fps. There isn't a lot of documentation for this game so that would give some information about what is happening. If every npc is launched far that sounds like a unique issue.
