Are physics tied to framerate?
So, i'm playing at 240fps cuz i have a 240hz monitor. But i'm noticing some weird stuff happening. Like when i kill someone they are launched to the air. Another weird thing is whenever i quit a heli mid air, my character go flying super fast. I died several times because of this, cuz i just hit a wall or the ground and die immediatly.

No, from what I understand no. some of the npc's shoot each other when they are exiting a vehicle and if they are shot too many times after they die they get launched at what looks like 10x terminal velocity.

I've played at both uncapped and 60fps and there is no difference I've observed although I admit there may have been a change that isn't significant enough for me to notice.

I've seen npcs shot by one another that they can be lifted into the atmosphere, there isn't a limit to it but generally it's relatively grounded.

Your particular issue is something I've never experienced though and I would definitely see if it changes after you enable vsync or lower the fps. There isn't a lot of documentation for this game so that would give some information about what is happening. If every npc is launched far that sounds like a unique issue.

I don't really mind the NPC's flying to be honest. It's goofy and all but it's not game breaking. The real problem is the heli one. It's very annoying. I'll limit my fps to 120 or 60 to see if it gets fixed. I don't really know what could be causing that if it's not a physics tied to framerate issue.

I would not be surprised if fps did fix it, the inner workings of this game are super weird and frustratingly inconsistent to test for.

Yep, i confirmed. it's 100% tied to framerate. At least the "heli thing". You can test that just by jumping from a high building and going into the dive mode. The character will get launched into the air. at 240fps your character turns into super man basically lol. But going back from 240 to 60 is horribly, so i'll stick with 120. It's not as bad as 240.
