Can't call Black Market With Controller Anymore! Weird!

Okay I have been playing this game for YEARS, since iot launched. Had it on the PS3 first and been playing it with mods and stuff on the PC for at least 6 years using a 360 controller.

Something odd is happening now when I try to call the BM dealer. I press down on the D-Pad, as usual, then I get the little blip sound and for a flash, the screen says to press Y (again, as usual( but I can never keep the caller on long enough to press Y, and when I do press Y in time, it shuts off the BM call.

I tried another controller, but that doesn't work. I tried revooting the game and my PC, but that doesn't work.

Right now, the only thing I can do as a temporary workaround is to press the #4 on my keyboard, hold that, and simultanously press Y.

The call button does not disappear when I use the 4 button for some reason. The only thing I can think of is something went screwy with my controller or USB dongle, or maybe something odd in the way my PC is interacting with my controller?

The game plays fine otherwise, but I have NEVER had a problem like this since I started playing on the PC. Any ideas?
