Direct X isn't overwritten partially? Reinstall it to be sure. I think DirectX 9 is the right one.
Could you make sure, that the game is in "true" - fullscreen. No parts of the background nor the taskbar is visible or showing up, when you move the mouse over it. The game has a bad fucus. It can't make itself sure to be in front. Badly written code.
Had the same problem and turning off steam overlay or discord overlay fixed it for me. I turned both of them so I don't know which one was causing the problem.
If you have Discord installed try COMPLETELY closing it out through system tray and or task manager. Apparently, even if you have overlay disabled on the Discord client it still likes to be partially activated. If you want to still use Discord you can use the web version.
Actually, you only need to close Discord the first time. After the PDA is loaded for the first time, it works perfectly every other time with no complications, even with Discord running.
As for the the fact that Discord overlay is partially active, I can only assume that it's because of the option in the settings that lets your turn it off and on with just a quick keybind and it is automatically set. I only just accidentally figured this out yesterday on accident.
