Cahlabrok - two questions

Hi, so this is the part where I visit Cahlabrok for the first time (currently need to find Saorebh), and I usually like to do all the optional quests possible before moving on to another location, however:
1. There's apparently a Vengeful Spirit for the Memento optional quest, but the entrance is in a high place that seems inaccessible. I think there are 1 or 2 gates at ground level that still seem locked with a barrier. Will this be unlocked if I visit another time, or is there a way to get there now?
2. I have an optional quest to help a guy escape and need to find the smith, and the current objective is just "wait for the smith to return". Since I have nothing else left to do, can I literally just go afk for a bit and he will be back, or is there a condition for it?
