Yes of course, it doesn't matter if the game is installed or not as long as you asked for the refund.

If you had the full-power GTX 960, you would just be scraping over minimum...

Same problem, can't even run it correctly on low whereas I basically run most of the recent games on high. The game is poorly optimised, period. The fact that the last update made it run better is a good proof imo.
When my computer can run the most demanding game on the market in Star Citizen at 30 fps, but I'm told won't run this game, something is wrong.
I would normally agree with you, but I can play many games that are far above my hardware.
With respect to WWE2k19, it is not a hardware requirement issue but rather an instruction set issue that literally no gaming company ever uses. Why this game chose to use it, I don't know. But it's odd, the instruction set, SSE4.2 is actually older than my cpu that they say won't work with it.
So tell me, are you using 2008 hardware in order to make this game run? Because that's what they require.
EDIT: Just to add, my cpu is listed as an SSE4 generation chip as it was among the last Phenom II's made. So I don't know why they say it won't work.
now why they require that instruction set I have no idea, maybe they did it because in earlier games people with equipment that was miles underspec were more than a little rude about the devs, and telling a compiler to use or not use SSE4.2 is literally a single setting. now whilst you may say that you would be willing to play at less than 60fps and know your machine is under the specs, other players in the past were not interested in anything other than blaming the devs.
all of the Phenoms series have these instruction sets MMX, SSE, SSE2, SSE3, SSE4a, x86-64, 3DNow!
They claimed you only need a GTX 750 or Radeon HD 7000 series or higher, but that was not the case at all. Even some GTX 1000 series owners were having problems along with certain post-7000 AMD users. So that was an ugly game launch and they had to go back and rework the game just to stop the deluge of constant refunds.
Soon as I saw on Linus Tech Tips the name Denuvo that explained right away why I remember seeing people complaining about poor framerates and "slow motion" gameplay, all of which is caused directly by Denuvo and was famously found to be affecting Tekken 7 and other games. Many legit game companies have dropped Denuvo because it resulted in this same situation, floods of refunds from disgruntled users who either couldn't play the game or were experiencing problems with the game.
Also, can't play the game without internet or in "offline mode" via Steam since SSE4.2 Denuvo requires a constant internet connection. ;-)
with 3 hours ...you migth dont get refund anymore steam policy about refund is less than 2 h..but you might be lucky ..who knows :D
So perhaps rather than putting an arbitrary number they should put for the CPU line something like, "Processor compatible with SSE4.2 standard" and that way there is no confusion and no mistaken purchases and no upset customers demanding refunds.
They should also be required to list what kind of DRM they use so that buyers can be more informed and make intelligent purchasing decisions. I had one computer and 3 cdrom drives destroyed by the old Starforce, as one example. Denuvo isn't much better and is said to be harmful to SSD drives due to its constantly reading and writing of data to the drive.
The fact is the CPU they talked about the AMD FX 8150 does have the SSE4.2 I agree they should quote why they require things,
but getting people to read the minimal specs they post seems difficult for some people.
yes you would have looked at the SSE4.2 requirement and had more of a chance to work out if you did or didn't want to spend money an a game that only requires that instruction set for the protection DRM,
note for others this could be the cause of some people getting save corruption ( if the internet connection is lost during you playing WWE2K19 your save game may be corrupted due to the reason that the protection requires a live connection to the server)
