Check to see if you have any overlays going on. I'm not sure if the Nvidia stuff might interfere, but using my RX 570 and invoking the Radeon overlay, oh boy, it slows the game to a crawl. Some other overlays do the same or similar slowdown. I can't remember what the other one was, a benchmark thing that would overlay, and oh yeah, think the Razer overlay caused some hiccups when I'd have it monitor fps in the game.
It turns out that Windows 10 Game Mode has been causing a lot of stuttering/lag and freezing in games.

Apart from that, I do know that some benchmarking overlays will cause WWE 2k19 to slow down and/or stutter, even run a half-rate. So check to see if that is an issue too. WWE 2k19 includes it's own Benchmark mode, look in Options area and use that rather than some lag-inducing overlay.
