If you want your PC to play games well, upgrade it or buy a new one..
Staying with an old PC then getting mad that your 5 - 8 year old parts can't run a game smoothly as the new cutting edge tech people spent thousands on doesn't hold water..
Cut back on the graphics, if you're playing at the lowest settings and getting lag... UPGRADE.. or suck it up and buy a console..

With a 970 I get constant 60 FPS (v-sync) in 1080p with every option maxed out (there aren't that much, though) during the matches and it doesn't matter which kind of match. Singles, 6 man, 8 man, Rumble, HiaC... I had these 60 fps also in 2k18, but only with 4 or less wrestlers in a match. Especially in 6-man HiaC I had horrible dropdowns in 2k18, but no issues at all in 2k19 even with 8 man. You should be totally fine with your rig, however, if you look arround here, you'll see there are quite a few users which have issues with much beefier hardware than mine or yours. The reason for this is still unknown (could be a configuration error like "using IGP instead of your graphics card" like it was often the case in the previous game, could be a driver issue, could be a bug, a software incompatibility or much everything else)
I'm on a Pentium G4560, GTX 1050 non-TI, and 8GB DDR4.
I get smooth 60 fps even on 8 Man battle royal with 100% audience density, textures high, shadows on, FXAA and Depth of Field on. If I enable Motion Blur, I get microstutters during scene changes, but still mostly in the 55-60fps range.
If it were 2K18 (which is the only WWE 2K game I refunded because it ran like ass), the same settings would get me less than 30FPS AND slow motion. On 2K17, I get 57-60 FPS with consistent frame drops during frequent camera angle changes.
BUT it seems like WWE 2K19 is now more VRAM-hungry. In past games, my FPS doesn't change from 720p to 900p. But with WWE 2K19, I have to stay in 720p or 768p. As soon as I get to 900p, my FPS tanks HARD (as low as 30-40fps on a 2 v 2 match.)
P.S. and TL:DR:
It's more optimized now, but performance is inconsistent in ways that make it hard to attribute exclusively to developer and/or user error. Best way is to test it first, either through the use of Steam Refunds or by checking out the *cough*pirated*cough* version - choose the one that you feel is more ethical or more convenient.
