I honestly think you are correct, its my CPU, i play 1920x1080, but even if i play it 1280x720, same problem still persists. No matter what i do, where i search, i just can't seem to find the solution. The only solution seems to require me buying a new CPU... Which i assume is gonna be quite pricey...
FYI for anyone reading, turning down the audience to 90% did no favors for my fps.

But I get great experience while playing online and 2k mode. Whats the solution for that?
As for your finacial argumets about not being able to afford a new rig that a good point but the counter arguments are simple if a game require more powerful equipment than you have dont buy the game.
My Laptop passed the minimum requirements but the game is still in slow motion.
I just added the not having the money to buy a new PC because I've been looking for posts regarding a temporary fix but seeing a lot of blatant comments from people about buying a new one which is unecessary.
Anyway, Most of us hope for a fix.
