you can uninstall Microsoft Games for Windows Marketplace it still will not work after this but you no not need it. keep the Microsoft Games for Windows - LIVE Redistributable that steam has install and just install the one you just downloaded form the url above on top of the steam one. then start the game and windows live should now start .
I'm using windows 10
If this still does not work, then try copying the files: xlive.dll xlive.dll.cat xlivefnt.dll xliveinstallhost.exe found in C:\Windows\SysWOW64 to C:\Windows\System32 folder.
