With fast-pickup disabled, pressing E to pick up items like sticks will play a grabbing animation, and then the item will be added to your inventory. You cannot pick up another item until the animation finishes.

With fast-pickup-enabled, the animation will still play, but it won't stop you from pressing E to collect another item, meaning you can pick up items as quickly as you can press on them instead of having to wait for the animation to play out for one item at a time.
