With Story 2 water BP were required, one being at the drugs camp it was a bamboo tobacco leaf water collector , the fishing dock had the charcoal water filter.
Anaconda was when the mud update released and then would craft the mud water filter.
Creepy Jar kept the Story maps separate from SOA maps.
But once all the Story was completed and SOA maps discovered we could go back and play in survival and the book was on the seat in the small boat.
Or continue on from with the SOA DLC and play like survivalists.
I would suggest to you to try verifying game files if the water collector is not available at the drugs base. And water filter is not at the fishing dock.
If I recall The maps from Story were replaced with SOA maps.
So going back to play Story you maybe experiencing it as it should be. With Story maps only.
Try a survival game play and do a run around all availabe maps after you have completed everything.
