I think the questionable aesthetics could easily be solved by ending up between the two placement rulesets. Basically, make building into unchoppable trees and rocks illegal and everything else is fairgame. You can always chop the clipping bush/tree later.
Yes, that is exactly what I did. I had a completed mud brick ceiling built on a balcony, but cannot place a new frame upon it. It locks onto the balcony, and is white for a microsecond before turning red, and saying something like "Requires build spot," or something like that.
Build another level only on the main mud roof structure.

Ok built a balcony onto the ground level frame it works then.
So the answer is yes you can build onto the balcony so long as its on the ground floor

I am not sure if there is a quick fix. I have been able to get around these placements by destroying one piece of the structure, then rebuilding it, and I have tried that with the balcony, but it has not worked.
Error shows find availabe space.
Try a bamboo frame BP just for test purposes.

Sometimes uneven ground also effects it.
