Report a translation problem
I have never had a game not save settings until I bought this one. Also, launch options don't do anything.
I don't see an option for borderless window. I've tried exclusive fullscreen at 60 Hz and get screen tearing until I turn vsync on. Have to re-enable vsync with this option as well after restarting the game. The only other option is windowed, but that's not for me.
The artifact occurs when the video feed to the device is not in sync with the display's refresh rate.
Make sure that your game's resolution is the same as your screen natively.

VSync is basically making frames wait before they're rendered, it has a tendency to add a bit of input lag meaning, you'll press a button but the reaction won't be instant on your screen, it'll be delayed by a few ms.
if your FPS is higher than the refresh rate of your monitor / TV, then VSync will put a cap on it. Could cause a small lag.
A TV doesnt use the same refresher rates as a monitor designed for the gpu.
How do you have the TV connected to the dedicated gpu??
Vga or DVI?
Possibly this is your issue.
