Are you sure you didn't accidentally try to use small sticks, rather than sticks?
Hmm. My SoA save is of parts 1 & 2, completed, & I had found tribal fire starters at various Waraha camps. I wonder if we have to find them now before we can craft them?
You could try verifying your games files via Steam Client, too.

This is not a bug,. You cannot craft the Tribal fire starter in SoA1 until you either find one in one of the camps, or you craft enough items to unlock the blueprint.

In SOA 1 its in a new area, if i recall I found one in the village down from the cave where the new map starts and you walk across the log to a center. there is a few places even look in the Chief"s base you might get something there.
The village up from the large ship also has one.
Did you actually craft it and place it in the slot at the rear of backpack where you see the fire icon?
It wont list until you place it in your backpack
But there is other fire starters that are better its not much better than the drill.
Sounds like your known recipes are bugged, or the update reset known recipes internally but not in the notebook, especially if the save was started before the update.
You could try starting a new game, using a different save, and see if you can just make one.
Regardless, my understanding from comments made by the devs is that given the extent of the changes made in the most recent update, you should really start a new game.
I currently have four saves; one that predates the addition of SoA, two from SoA, & a new one I started after the building update. Of the two SoA saves, one predates the animal husbandry update, the other was made after it was added. The save that predates SoA is in vanilla WITP mode; the other saves are custom games in which I used WITP as the template.
I tested crafting the tribal fire starter on all four saves, & the results I had were consistent across all four. Once two sticks & two ropes were placed on the crafting table, I received the option to craft the fire starter. I could also have added two more items, which is consistent w/ crafting stick armor.
tl;dr: It sounds like you have buggy recipes, as suggested by BaronVC. You could try verifying your files via Steam client; if that doesn't fix it, you could try uninstalling/reinstalling. If that doesn't work, you would probably have to start a new run, unless the devs can fix your save.
