Dedicated server costs real money and atm they are not interested I dont see anything on their web site regarding this , probably too busy and the game has not reached that level of player participation.
These tools is for if you want to run a server, or want to make things for a game if they provide you tools to do so by the game dev/publisher.
Dedicated server tool, that means, you can set up your own server on your system to host the server on.

I dont mean something like a 24/7 server, some kind of community server ...
But a server that will manage all the map related stuff while the clients are doing inventory stuff.
No need for pvp, 70 slots or something.
Only: If you friend wants to play alone, start the server, your friend is happy.
Once you play togehter again, there is no problem having differnet save games and stuff.
I am playing the forest right now and there is the same.
I don't know how the game behaves if one of us (we are only 2 ppl) wants to play alone for a while. Building, Farming, whatever.
So we only play if we both have time.
Take a look at valheim, i don't see any public servers. All password protected and most likely for a small group of friends. Same for the server i am playing on.
But since a friend has a server running anyway, he added valheim to it and we (the rest) is able to play without any "server-hoster"-player.
Not talking about large number public server, 4 players max. Almost all other games like this mange to do it.
I understand there's work involved but it's not impossible.
