Think it is a mistake.
I believe its day 22 (just reading about it as I enjoy restarting), where it stops raining forcing you to not rely on coconut bowls actually exploring to find recipes.
Chances are this will be changed in actual release, but right now there is a "drought" after a certain time and you have to purify/boil water to stay alive.
It would be too easy if you could infinitely collect water from rain, I mean you could cover every square inch with water bowls and never run out, defeating the need for water all together.
Found out why nobody used the BBQ grill that didn't have a cover over it.
Also got to experience a week of non-stop rain. Rained so much I got to experience different types of rain. Misty rain, light rain with heavy drops, rain that dropped by the bucket, steady rain, on off on rain, windy rain, armor piercing rain (How the heck can rain hurt?), drizzle rain, sideways rain and pause just long enough to piss you off rain.
Personally I want the chance of a hardcore thunderstorm and drenching downpour. The kind you hear about in the Amazon where you don't want to be on the river.
I'd put this on the wishlist for rain settings. :)
If the developer does not want you to drink water as easily starting on day X, it's the wrong way to turn off the rain.
It would be more useful to integrate an item into the game which allows the player to set up about 10 coconut shells to collect rain from day X and possibly also from size X of the camp.
But then you should also limit such an item to 1 per stock!
