Have you tried compatibility mode to run the game?
Older computers had a feature where you could run software for older games on newer computers using compatibility mode by forcing the computer to run the game with an older OS code.
Not sure if that was ditched on new OS or not.
DLL files contain code that other programs will "link" to and use. If you're being told that a DLL file failed to initialize, then it means you're either missing the necessary DLL (unlikely), the DLL is damaged somehow (also unlikely, but possible), or the DLL is crashing/locked.
Check that windows and drivers (if applicable) are up to date and try again. If that fails, try running the game as admin.
Wish I could post the program screenshot here. Either way, I think (possibly wrong, hopefully wrong) that the game are able to run in 32-bit and not 64-bit Windows.
Edit: I forgot to mention that when I tried launch the game using compatibility troubleshooter, I still receive the same error (DLL initialization routine failed) but Windows says the game is incompatible. This strengthen my thoughts that the game can't run in 64-bit Windows.
Or could this be hardware issue related? I'm using AMD Integrated graphic (Ryzen 5600G) as the GPU.
