No, not everything is a Wolf, but anything in DragonSnow's work that doesn't have particularly distinguishing features is probably a wolf.

The gas? The end result is still a goo monster. Gas, liquid or solid still results in a transfurmation. Snow will need to show other methods before anything can be confirmed. In all likeihood, they'll just make a new TF video game unrelated to Changed.
