Starting out at level 40?

Are you supposed to start as level 40 with Luffy and Franky? Or is there some weird screwup going on or a pre-order bonus thing I didn't realize? I didn't get the demo so not sure what's going on here. Maybe the level will go down to 1 after I progress a bit?

It only last for a little bit, and then you go back to being at a low level once a part in the story happens.

i don't want to spoil anything , but you will lose level 40 after abit of playing so dont worry about it and enjoy the game

Okay thanks, I had a feeling that's what it was but I wanted to make sure I wasn't goofing somehow.

Thats what I came here to check I played enough rpgs to know a lvl 40 start is odd and figured something would kick me back to lvl 1
