I fear I'm out of luck ): can't play
I found that if you change the affinity of Steam, the game will launch. Open Task Manager, right click on Steam and choose Set Affinity. Deselect some cores and then TRU will be able to run. There is no way to keep the setting, so everytime Steam is launched, this must be performed.
Gamingwiki says, it has problems with too many cores

TL;DR:
setting Steams affinity to 8 cores:
open Task Manager > top right button: Details --> Right-Click on Steam.exe > Set Affinity: --> try 4 or 8 cores only
Dont worry, once you finished playing and reopened steam , all cores with be used again
I set it to 8 and it doesn't do anything, I just click play and it takes 2 seconds then the play button pops up again and nothing opens

I will share my work around on a B450E Asus Mainboard with AMD Ryzen 5700X and Asus Vega 56 Rog Strix with Window 11 Pro (before Update 24H2)
1. After downloading the Game get to the Game path (Right Mouse Click -> File path open)
Path name should be something like "C:\GOG Galaxy\Games\Tomb Raider Legend"
2. For Tomb Raider Legend (example) copy the "trl.exe" and set the copied version to "trlBackup" for example
3. After that Right Mouse Click -> Properties -> Compatibility -> Set the compatibility mode to Windows Vista
4. Go to Windows Settings -> System -> Info (last option) -> Extended Systemproperties (text color in blue) -> Go to the "Extend" tab att the third positiion -> Click Settings under the "Performance" part -> Data Execution Prevention menu -> add "C:\GOG Galaxy\Games\Tomb Raider Legend\trlBackup"
5. Make with Right Mouse Click on "trlBackup" -> Show extended options -> Send on -> Desktop a new Game link
Hope that somebody can use the information an can solve the problem with it
Work for me with Tomb Raider Legend and Tomb Raider Anniversary pretty well

yes, he talks about Legend and anniversary, but since its the same engine, its worth a try

try this before :
