no idea what a spec is
only your CPU, GPU or iGP, RAM, OS, and storage. i dont need to know your monitor, PSU, motherboard, or other hardware components.
have you tried verifying game cache? or what about setting tru.exe's compatibility to Windows 7 or older? or how about running it as admin?
for compatibility and admin stuff, instead of verify, select Browse Local Files, and search for tru.exe. right click on that and left click on Properties. from there, find the Compatibility tab and then select an older OS from the drop-down menu (I recommend Windows 7 but if you choose XP then that's fine). and you can also check the option of running the program as administrator - then Apply, Ok, and exit.
storage you can easily find that out by opening Defrag and Optimize (can also be searched for if you have Windows 7 to 10). i think for someone like yourself checking the specs through Steam (Help > System Information) is the simplest.
